ျမန္မာႏိုင္ငံ၏ အင္အားအႀကီးမားဆံုး ႏိုင္ငံေရး ပါတီႀကီးျဖစ္ေသာ NLD ပါတီ၏ အီးစီစံုညီ ဗဟိုေကာ္မတီ အစည္းအေဝးက နအဖ ထုတ္ျပန္ခဲ့သည့္ ေရြးေကာက္ပြဲဆိုင္ရာႏွင့္ ပါတီမ်ား မွတ္ပံုတင္ျခင္းဆိုင္ရာ ဥပေဒ မ်ား တရားမွ်တမႈ မရွိျခင္းေၾကာင့္ ေရြးေကာက္ပြဲဝင္ရန္ မွတ္ပံုတင္ေတာ့မည္ မဟုတ္ေၾကာင္း ယေန႔ ဆံုးျဖတ္ခ်က္ ခ်ခဲ့ပါသည္။

ထိုဆံုးျဖတ္ခ်က္ကို NLD ဗဟိုဌာနခ်ဳပ္တြင္ က်င္းပျပဳလုပ္ခဲ့ေသာ NLD ဗဟိုေကာ္မတီ အစည္းအေဝးက ယေန႔ ေန႔လည္ပိုင္းက ဆံုးျဖတ္ခဲ့ျခင္းျဖစ္ၿပီး အစည္းအေဝးတြင္ ဗဟိုေကာ္မတီဝင္ ၁၁၃ဦး တက္ေရာက္ ခဲ့ၾကပါသည္။ ထိုဗဟိုေကာ္မတီ အစည္းအေဝးကပင္ ေဒၚေအာင္ဆန္းစုၾကည္ႏွင့္တကြ ႏိုင္ငံေရး အက်ဥ္းသားမ်ားကို ခ်က္ျခင္း လႊတ္ေပးရန္ ေတာင္းဆိုခဲ့ပါသည္။ ထိုဆံုးျဖတ္ခ်က္သည္ နအဖက ယခုႏွစ္အတြင္း က်င္းပမည့္ တဖက္ေစာင္းနင္း ေရးဆြဲထားသည့္ ၂၀၀၈ အေျခခံ ဥပေဒကို မူတည္ၿပီး ျပဳလုပ္မည့္ ေရြးေကာက္ပြဲအေပၚ ႀကီးစြာေသာ သက္ေရာက္မႈ ရွိလာမည္ ျဖစ္ပါသည္။

NLD၏ ဒုတိယ ဥကၠဌ ဦးတင္ဦးက အစည္းအေဝးအၿပီး သတင္းသမားမ်ားကို ေျပာျပရာတြင္ NLD ပါတီသည္ မိမိတို႔ပါတီကို ဖ်က္သိမ္းမည္မဟုတ္ပဲ ဒီမိုကေရစီ ျပဳျပင္ေျပာင္းလဲေရး လုပ္ငန္းစဥ္မ်ားကို ျပည္သူလူထုမ်ား၊ တိုင္းရင္းသား လူမ်ိဳးစုမ်ားႏွင့္ လက္တြဲကာ ပါတီမရွိေတာ့လွ်င္ပင္ ဆက္လက္ လုပ္ေဆာင္သြားမည္ဟု ဆိုပါသည္။ ထို႔အတြက္ စစ္အစိုးရအေနႏွင့္ သူတို႔အားလံုးကို ဖမ္းဆီးသည္ျဖစ္ေစ ႀကိဳက္သလို ေဆာင္ရြက္ ႏိုင္ေၾကာင္း NLD အေနျဖင့္ ဖိႏွိပ္မႈ အားလံုးကို ရင္ဆိုင္သြားရန္ အသင့္ျဖစ္ေနၿပီဟု ေၾကျငာ သြားခဲ့ပါသည္။

ယေန႔ အစည္းအေဝးတြင္ ေဒၚေအာင္ဆန္းစုၾကည္ကလဲ သူမ၏ သေဘာထားအျမင္ကို ဗဟိုေကာ္မတီသို႔ ေပးပို႔ခဲ့ပါသည္။ ထိုသေဘာထားကို ယူေဆာင္လာခဲ့သူ ဦးဥာဏ္ဝင္းက ျပန္လည္ေျပာျပရာတြင္ သူမအေနႏွင့္ အခ်က္၆ခ်က္ပါ သေဘာထားအျမင္ကို ေပးပို႔ခဲ့သည္ဟု ဆိုပါသည္။ ထိုသေဘာထားမ်ားမွာ-

၁။ ၂၀၀၈ ဖြဲ႕စည္းပံု အေျခခံ ဥပေဒကို လံုးဝလက္မခံႏိုင္ပဲ ေရႊဂံုတိုင္ ေၾကျငာခ်က္ကိုသာ ဆက္လက္ ကိုင္စြဲ သြားရန္၊

၂။ ေရြးေကာက္ပြဲဆိုင္ရာ ဥပေဒမ်ားႏွင့္ ႏိုင္ငံေရးပါတီမ်ား မွတ္ပံုတင္ျခင္း ဥပေဒမ်ားသည္ တရားမွ်တမႈ လံုး ဝ မရွိ။

၃။ NLD ပါတီသည္ သူမပိုင္ပါတီ မဟုတ္သလို မည္သူတဦးေယာက္မွ တသီးပုဂၢလ ပိုင္ဆိုင္ျခင္း မရွိ။
၄။ ပါတီတြင္း အုပ္စုဖြဲ႔မႈစည္းရံုးမႈမ်ားကို လက္မခံ ။

၅။ NLD ပါတီအေနႏွင့္ ဆက္လက္ ရပ္တည္ႏိုင္ျခင္း မရွိလွ်င္ပင္ သူမအေနႏွင့္ ျပည္သူလူထုအတြက္ ဒီမို ကေရစီ ေမွ်ာ္မွန္းခ်က္မ်ား ရရွိသည္အထိ ဆက္လက္ တိုက္ပြဲဝင္သြားမည္။

၆။ စစ္အစိုးရ အေနႏွင့္ NLD ကို ဖ်က္သိမ္းလိုက္လွ်င္လည္း NLD သည္ ပ်က္စီးသြားမည္ဟု မယူဆ ။

စသည္တို႔ ျဖစ္ပါသည္။

ထို ဆံုးျဖတ္ခ်က္သည္ NLD ပါတီအတြက္ သမိုင္းဝင္ေစမည့္ ဆံုးျဖတ္ခ်က္ပင္ ျဖစ္ပါသည္။ ထိုကဲ့သို႔ ဆံုးျဖတ္ျခင္း အတြက္ NLD သည္ စစ္အာဏာရွင္မ်ားႏွင့္ ထိပ္တိုက္ ရင္ဆိုင္ရေတာ့မည္ ျဖစ္သည္။ ၿငိမ္းခ်မ္း ေသာ နည္းလမ္းကိုသာ ကိုင္စြဲထားသည့္ NLD အတြက္ လက္ရွိအာဏာကို စစ္အာဏာသိမ္း ခ်ဳပ္ကိုင္ထားသူ စစ္အုပ္စု၏ ဖိႏွိပ္မႈ အမ်ိဳးမ်ိဳးကို ရင္ဆိုင္ရေပေတာ့မည္။ ပါတီကို မတရား ဖ်က္သိမ္းခံရ ႏိုင္သည္ကို သိလွ်က္ ၊ မိမိတို႔ကို အခ်ိန္မေရြး ဖမ္းဆီးႏိုင္သည္ကို သိလွ်က္ႏွင့္ပင္ ထိုဆံုးျဖတ္ခ်က္ကို တညီတညြတ္တည္း ခ်မွတ္ခဲ့ ၾကျခင္းသည္ သူတို႔၏ အံ့ခ်ီးဘြယ္ရာ သတၱိကို ျပလိုက္ျခင္းလည္း ျဖစ္သည္။

အကယ္၍ NLD ကသာ ယေန႔ အစည္းအေဝးတြင္ မွတ္ပံုတင္မည္ဟု ဆံုးျဖတ္ခဲ့ပါလွ်င္၊ စစ္အာဏာရွင္တို႔ စိတ္ႀကိဳက္ တဖက္သတ္ ေရးဆြဲထားေသာ ၂၀၀၈ ဖြဲ႕စည္းပံု အေျခခံ ဥပေဒသည္လည္းေကာင္း တဖက္ ေစာင္းနင္း ေရြးေကာက္ပြဲ ဥပေဒမ်ားသည္လည္းေကာင္း သက္ဝင္လာေတာ့မည္ ျဖစ္ေပသည္။

အာဏာလက္ရွိ လက္မဲ့ကို မစဥ္းစားပဲ တရားဝင္မႈကိုသာၾကည့္လွ်င္၊ စစ္အုပ္စုသည္ ၁၉၈၈ခုႏွစ္ ျပည္သူ တို႔၏ သေဘာဆႏၵကို ဆန္႔က်င္၍ အေလာင္းခ်င္းထပ္ေအာင္ ပစ္သတ္ကာ အာဏာသိမ္းခဲ့ သူမ်ားျဖစ္ၿပီး ၊ NLD သည္ ၁၉၉၀ ခုနွစ္ ေရြးေကာက္ပြဲတြင္ ျပည္သူလူထု၏ တခဲနက္ ေထာက္ခံမႈျဖင့္ အႏိုင္ရကာ လူထုက အာဏာ အပ္ႏွင္းခဲ့ေသာ ပါတီျဖစ္သည္။ ထိုအခ်ိန္က စစ္အုပ္စုေခါင္းေဆာင္ ဗိုလ္ခ်ဳပ္ႀကီးေစာေမာင္ ကိုယ္တိုင္ ထိုေရြးေကာက္ပြဲသည္ တရားမွ်တပါသည္ဟု ဝန္ခံခဲ့ၿပီးျဖစ္သည္။ မည္သူက တရားဝင္သည္ကို ႏိႈင္းယွဥ္၍ပင္ မရပါ။ လက္နက္ရွိရံုမွ်ျဖင့္ တရားမဝင္သူက တရားဝင္သူကို ဖ်က္သိမ္းလွ်င္ စုစည္း ၿငိမ္းခ်မ္းစြာျဖင့္ ရင္ဆိုင္ၾကရံု သာရွိသည္။

တကယ္က ယခုဆံုးျဖတ္ခ်က္သည္ ယေန႔တက္ေရာက္လာၾကေသာ ဗဟိုေကာ္မတီဝင္ ၁၁၃ ဦး၏ သေဘာ ထားသာ မဟုတ္ပဲ ၄င္းတို႔ ကိုယ္စားျပဳလာၾကေသာ ျပည္နယ္၊ တိုင္း၊ ၿမိဳ႔နယ္ အသီးသီးမွ ပါတီဝင္ အားလံုး၏ သေဘာထားသာ ျဖစ္သည္။ ထို႔အတူ ျပည္သူလူထုက အာဏာလြဲအပ္ထားေသာ ပါတီျဖစ္သျဖင့္ ျပည္သူ လူထု တရပ္လံုး၏ သေဘာထားလည္း ျဖစ္ပါသည္။ တနည္းဆိုရလွ်င္ NLD သည္ သူ႔အား ယံုၾကည္စြာ ေထာက္ခံခ့ၾကေသာ ျပည္သူလူထုမ်ား အေပၚတြင္ တင္လာသည့္ စစ္ကၽြန္ျပဳေရး တံပိုးႀကီးကို ရိုက္ခ်ိဳးလိုက္ၿပီ ျဖစ္သည္။

နအဖ အေနႏွင့္ မည္သို႔ပင္ သပ္လွ်ိဳ၊ ၿဖိဳခြဲ ဖိႏွိပ္ကာ NLD ပါတီ တရပ္လံုးကို ေျခမႈန္းလိုက္ေသာ္မွ ထိုသမိုင္းဝင္ ဆံုးျဖတ္ခ်က္ကို ပ်က္ျပယ္ေစႏိုင္ေသာ အေၾကာင္း တစံုတရာ မရွိပါ။ အာဏာရပါတီ NLD အေပၚ ဖိႏွိပ္ လုပ္ေဆာင္ခ်က္ မွန္သမွ်သည္ ႏိုင္ငံတကာ ရာဇဝတ္ တရားရံုး(ICC) တြင္ တရားစြဲဆိုစရာ သက္ေသခံ ခ်က္မ်ား အျဖစ္ကို ေရာက္ရွိလာမည္သာ ျဖစ္သည္။

မည္ကဲ့သို႔ေသာ ေႏွာင့္ေႏွးမႈမ်ား ရွိခဲ့သည္ျဖစ္ေစ လက္ရွိ အေျခအေနတြင္ NLD သည္ သူတို႔အား ယံုၾကည္ ေလးျမတ္စြာ ေထာက္ခံခဲ့ေသာ ျပည္သူလူထုႀကီး တရပ္လံုးအတြက္ ထိုက္တန္စြာ ျပန္လည္ အလုပ္အေၾကြး ျပဳခဲ့ၿပီ ျဖစ္သည္။ မၾကာေသးခင္ကမွ အက်ဥ္းေထာင္က ျပန္လည္ လြတ္ေျမာက္လာခဲ့သူ NLD ဒုတိယ ဥကၠဌ ဦးတင္ဦး တင္စား ခ်ီးက်ဴးခဲ့သည့္ ျမန္မာျပည္မွ ဂႏၵီ ေဒၚေအာင္ဆန္းစုၾကည္သည္ သူမဘဝတခုလံုးႏွင့္ ရင္းႏွီးကာ ေပးဆပ္ေနသည့္ ျမန္မာႏိုင္ငံသား တိုင္းရင္းသား ျပည္သူလူထုမ်ားအတြက္ သူမကဲ့သို႕ပင္ ေပးဆပ္ အလုပ္ အေကၽြးျပဳရန္ သူမ ဦးေဆာင္ခဲ့သည့္ ပါတီကို ေျပာင္ေျမာက္စြာ လမ္းညႊန္ျပသခဲ့ပါၿပီ။

သို႔ျဖစ္ပါ၍ ျမန္မာျပည္၏ ဂႏၵီ ေဒၚေအာင္ဆန္းစုၾကည္ႏွင့္ မိမိတို႔ အတြက္ မငဲ့ကြက္ပဲ ျပည္သူလူထုမ်ား ေပၚ တြင္ တင္ေနသည့္ စစ္ကၽြန္တံပိုးကို ရိုက္ခ်ိဳးခဲ့ၾကသည့္ NLD ဗဟိုေကာ္မတီဝင္မ်ားႏွင့္တကြ ပါတီဝင္မ်ား အားလံုးကို ေလးစားစြာျဖင့္ ဦးညႊတ္ ဂုဏ္ျပဳ မွတ္တမ္းတင္အပ္ပါသည္။

Global action for Burma (GAB) calls for the world leaders to discuss Burma crisis at the United Nations Security Council in order to take practical action on Burma since Burma crisis is in its critical situation. The recent so-called electoral laws clearly show that ruling junta doesn’t have the will to see the national reconciliation in Burma.

Global action for Burma (GAB) strongly supports the United Kingdom Prime Minster Gordon Brown called for the urgent UN meeting. We express our appreciation over Mr Brown’s courageous timely action taken and we also take note that United Nations Secretary-General Ban Ki-moon requested the meeting of the Group of Friends of the Secretary-General on Myanmar [Burma] on March 25.

Our lives and rights are robbed by military regime for half the century and this is the time that UNSC must take action practically. World leaders should be aware that they cannot ignore the injustices in Burma but also they have the responsibly to protect the oppressed people since it is the duty of all the mankind.

Aung San Suu Kyi once said that “It is even appropriate or justified for the international community carries out the responsibility to intervene in the internal affairs of another country whose power are creating hell for the population. The international community as a whole should recognise that it has got responsibilities. It can’t ignore grave injustices that are going on within the borders of any particular country.”

We would like to call for world leaders to work collectively together to find the solution for Burma crisis and we would like to urge all the justice loving people around the world to call for United Nations Security Council to take practical action on Burma.

We would like to affirm here that Burma crisis is not the internal affair of one country but the affair of humanity and the affair of international community. We know that UN is there standing for facilitating cooperation in international law, international security, human rights, and the achieving of world peace and we want to express our perception that failure to take timely action on the perpetrators is tantamount to agree committing atrocities in Burma.

Global Action for Burma (GAB) earnestly calls for the Chinese government to:

· stop protecting criminal military regime in Burma

· not to use the VETO for the sake of 50 million people of Burma

· support the oppressed people of Burma in the name of humanity

Global Action for Burma (GAB) calls for the United Nations Security Council to:

· declare that it won’t recognize junta’s planned 2010 election and its results

· declare junta’s sham 2008 constitution as NULL and VOID

· declare that it will recognise Aung San Suu Kyi led CRPP¹, as the legitimate Government of Burma if should “Interim Government” be formed mandated by 1990 general election

Global Action for Burma (GAB) today calls for United Nations Security Council (UNSC) to declare the unilaterally adopted Burmese junta's 2008 sham constitution, which is designed to legitimize military rule permanently in Burma, as NULL and VOID.

The very junta who is ruling the country held the election in 1990 in which Aung San Suu Kyi’s party, National League for Democracy (NLD) won landslide victory but until now the results are still yet to be honored. Instead of honoring the elections of 1990 results, junta drafted the constitution unilaterally which legitimize the military rule in Burma and now again planning to hold sham election in 2010.

Aung San Suu Kyi and her party the National League for Democracy (NLD), the unanimous victors of the 1990 election, clearly stated their position in the “Shwe- Gone-Dine” Declaration that need to place in order to have true national reconciliation i.e. to Review 2008 Constitution and to recognize 1990 election result.

Junta has been ignoring the voices people of Burma and going ahead unilaterally to entrench military dictatorship in Burma permanently. The junta’s planned 2010 election is only a charade designed to legitimize the military dictatorship within Burma.

Before we could possible address the junta’s proposed 2010 election we must address the validity of the recently adapted constitution. Drafted by the junta, this document is far from credible or constitutional. Free, fair and all inclusive is not what this document represents.

The International Community should be aware of the hopelessly irreconcilable contents of the constitution that was adopted in 2008. The referendum was ushered into existence under questionable conditions including extortion and rigged ballots.

We would like to draw particular attention on these points:

1. The Junta gave itself amnesty from the crimes against humanity it has perpetrated throughout Burma during their reign of terror.

2. The Military regime systematically took 25% of the parliamentary seats. The military commander in chief was also given absolute authority to dissolve the parliament at any time effectively neutralizing the voice of the people.

Giving the military junta 25% of the parliamentary seats, unbridled authoritarian control and a self serving amnesty for the crimes against humanity were truly not the will of the Burmese people. Legitimizing the criminal regime was also not the will of the people and this is incomprehensible and totally unacceptable to the Burmese people.

The essence of the 2008 Constitution is to guarantee impunity indefinitely and the 2010 election will implement it. Therefore, we call for United Nations Security Council (UNSC) to declare the unilaterally adopted Burmese junta's 2008 sham constitution, which is designed to legitimize military rule permanently in Burma, as NULL and VOID.

Notes to Editor:

It is reasonable to request the nullification of the 2008 Constitution by the UN Security Council. Precedence for such a move can be found in UNSC Resolution 554 regarding South Africa’s 1983 apartheid-entrenching constitution1.

UNSC declares that the so-called "new constitution" is contrary to the principles of the Charter of the United Nations, that the results of the referendum of 2 November 1983 are of no validity whatsoever and that the enforcement of the "new constitution" will further aggravate the already explosive situation prevailing inside apartheid South Africa.

2. Strongly rejects and declares as null and void the so-called "new constitution" and the "elections" to be organized in the current month of August for the "colored" people and people of Asian origin as well as all insidious maneuvers by the racist minority regime of South Africa further to entrench white minority rule and apartheid.

ပထမလမ္းေၾကာင္းက နအဖ တို႔ အလိုက် စိတ္တိုင္းက် ေရးဆြဲကာ မဲလိမ္ အတည္ျပဳထား သည့္ ၂၀၀၈ စစ္ဗိုလ္ တမတ္သား အေျခဥပေဒျဖင့္ ေရြးေကာက္ပြဲကို အဓမၼ က်င္းပကာ တိုင္းရင္းသားျပည္သူ တရပ္လံုးႏွင့္ ထိပ္တိုက္ရင္ဆိုင္မည့္ အလံုးစံု ပ်က္စီးေရး လမ္းေၾကာင္းျဖစ္သည္။

ဒုတိယ လမ္းေၾကာင္းကေတာ့ ေဒၚေအာင္ဆန္းစုၾကည္က ေတာင္းဆိုထား သည့္ ေဆြးေႏြး ညွိႏိုင္း အေျဖရွာၾကေရး လမ္းေၾကာင္းပင္ျဖစ္သည္။

နအဖ ကေတာ့ သူတို႔ စိတ္တိုင္းက် ျဖစ္သည့္ ပထမလမ္းေၾကာင္းကို သာ ဆက္ေလွ်ာက္ မည့္ အရိပ္အေယာင္ႏွင့္ စကားမ်ားကို တြင္တြင္ သံုးေနေသာ္လည္း တဖက္ ကလဲ လိုက္ေလွ်ာမႈ အခ်ိဳ႕ကို ျပခဲ့သည္။ သို႔ရာတြင္ မီးစတဖက္ ေရမႈတ္တဖက္ လမ္းစဥ္ကို ဆက္လက္ က်င့္သံုးေနဆဲပင္။

မည္သို႔ပင္ဆိုေစ ေရွာင္လြဲမရသည့္ အခ်က္က ၂၀၁၀ တြင္ လမ္းေၾကာင္းတခု ကိုေတာ့ ေရြးရ ေပေတာ့မည္။ ထို႔အတူ အတိုက္အခံမ်ား ဘက္ကေကာ ထိုလမ္းေၾကာင္း ႏွစ္သြယ္ အတြက္ ဘာမ်ား ျပင္ဆင္ ေဆာင္ရြက္ထားၾကၿပီလဲ ဆိုသည့္ ေမးခြန္းတခု လဲ ေပၚေပါက္လာခဲ့ ျပန္ပါသည္။

စစ္တုရင္ကစား သည့္ အခါ အနက္ရုပ္ကိုင္သူသည္ ခံစစ္ ကစားရသူျဖစ္၍ အျဖဴသမား တိုက္စစ္ ဆင္သည့္ အေပၚ အဆက္မျပတ္ ကာကြယ္ရင္း အေကာင္းဆံုး ျပန္လည္ တိုက္စစ္ ဆင္ႏိုင္သည့္ အကြက္ သို႔ တဖက္သား၏ မွားကြက္ကို ရွာေဖြကာ ကစားပြဲ ခ်ိန္ခြင္လွ်ာ ကို ေျပာင္းလဲရပါသည္။

နအဖ ေရႊ႕ကြက္ေနာက္ကိုသာ ေတာက္ေလွ်ာက္ လိုက္ေနခဲ့ၾကရသည့္ အတိုက္အခံမ်ား ကေကာ တိုက္ပြဲခ်ိန္ခြင္လွ်ာကို ေျပာင္းလဲေစမည့္ နည္းဗ်ဴဟာ သို႔ သူတို႔တိုက္စစ္ကို အေကာင္းဆံုးရင္ ဆိုင္ႏိုင္မည့္ ခံစစ္နည္းဗ်ဴဟာႏွင့္ အတူ လံုေလာက္ေသာ ျပင္ဆင္မႈမ်ား တုန္႔ျပန္ႏိုင္မည့္ နည္းလမ္းမ်ားကို ႀကိဳတင္ေဆာင္ရြက္ထားရန္ အလြန္အေရးႀကီး ေနေပၿပီ ။

ပို၍ အေရးႀကီးသည့္ အခ်က္မွာ တူညီေသာ ရည္မွန္းခ်က္ျဖင့္ ဟန္ခ်က္ညီစြာ လႈပ္ရွားႏိုင္မည့္ စုစည္းအား အတြက္ နားလည္မႈ မ်ားစြာ ႀကိဳတင္ တည္ေဆာက္ထား သင့္ၿပီ ဟု အမွန္တရား ဂ်ာနယ္မွ အေလးအနက္ တင္ျပအပ္ပါသည္။

၂၀၀၉ စုစည္းလႈပ္ရွားမႈ ေကာ္မတီ၏ နွစ္ပါတ္လည္ အစီရင္ခံစာ

၂၀၀၉ခုႏွစ္ ဇန္နဝါရီလ ၁ရက္ေန႔မွ စတင္ဖြဲ႕စည္းခဲ့ေသာ ၂၀၀၉ စုစည္းလႈပ္ရွားမႈ ေကာ္မတီ၏ အဓိက ရည္မွန္းခ်က္မွာ ၂၀၁၀ အတုအေယာင္ေရြးေကာက္ပြဲကို ဆန္႔က်င္ တိုက္ခိုက္သြားရန္ျဖစ္ၿပီး၊ ေဒၚေအာင္ဆန္းစုၾကည္ႏွင့္ ႏိုင္ငံေရး အက်ဥ္းသား အားလံုး ခၽြင္းခ်က္မရွိ လႊတ္ေပးေရး၊ စစ္မွန္ေသာ ေတြ႕ဆံုေဆြးေႏြးမႈ ေပၚေပါက္ လာေစေရးႏွင့္ တရား မွ်တမႈ ကင္းမဲ့ေသာ ၂၀၁၀ ေရြးေကာက္ပြဲကို တားဆီးႏိုင္ေရးတို႔ အတြက္ လုပ္ငန္းစဥ္ မ်ား အေနျဖင့္- ညီညြတ္စြာ အားလံုးပူးေပါင္း ေဆာင္ရြက္ႏိုင္မည့္ တခုတည္းေသာ နည္း လမ္းတခုျဖစ္ေပၚလာေစရန္-
- တိုက္တြန္း နႈိးေဆာ္ေပးျခင္း၊ စည္းရုံး လႈပ္ရွားျခင္း၊ အားေပး ေဆာင္ရြက္ျခင္း၊ အၾကံ ဥာဏ္ေပးျခင္း။
-ျပည္သူ လူထုမ်ား အသိပညာ ရရွိေစနိုင္မည့္ သတင္းမ်ား၊ အခ်က္အလက္မ်ားကို နည္းမ်ိဳး စံုသံုး၍ျဖန္႕ခ်ီေပးရန္။
-ျပည္တြင္း ျပည္ပ နုိင္ငံေရး လႈပ္ရွားမႈမ်ား ေပၚေပါက္လာေစရန္ အတူတကြ ပူးေပါင္း လက္တြဲ ေဆာင္ရြက္ၾကရန္။ စသည့္ လုပ္ငန္းစဥ္မ်ားကို ခ်မွတ္ေဆာင္ရြက္ခဲ့ပါသည္။

ထို႔အတူ ႏိုင္ငံေရးဦးေဆာင္ အဖြဲတခုျဖစ္ေသာ NCGUB မွ ျပည္သူ႔လႊတ္ေတာ္ ကိုယ္စား လွယ္မ်ားကို ညီညြတ္စြာ ဦးေဆာင္မႈ ေပးရန္ အတြက္ ျပည္သူလူထု ၅၀၀ေက်ာ္၏ လက္မွတ္မ်ားႏွင့္ စာေရးသားေတာင္းဆိုမႈ ကမ္ပိန္းတခုကို ေဆာင္ရြက္ခဲ့ၿပီး ထိုေတာင္းဆိုစာကို ယခင္ျပည္သူလႊတ္ေတာ္ ကိုယ္စားလွယ္ ယခု NCGUB အလုပ္သ မားေရးရာ ဝန္ႀကီး ဦးခြန္ျမင့္ထြန္းမွ တဆင့္ေပးပို႔ခဲ့ပါသည္။

ထို႔အတူ ဇန္နဝါရီလ ၂၁ႏွင့္ ေဖေဖၚဝါရီ ၉ရက္တို႔တြင္ အေမရိကန္ သမၼတ အိုဘားမားထံ အိတ္ဖြင့္ေပးစာ ႏွစ္ေစာင္ကို၄င္း ၊ မတ္လ ၇ရက္ေန႔တြင္ ၂၀၁၀ ေရြးေကာက္ပြဲကို ကန္႔ကြက္ရန္ အြန္လိုင္း လက္မွတ္ေရးထိုးေတာင္းဆိုမည့္ ကမ္ပိန္း တခုကို လည္း ေဆာင္ရြက္ခဲ့ပါသည္။ (ထိုကမ္းပိန္းမွာ သတ္မွတ္ထားေသာ လက္မွတ္အေရ အတြက္ မရရွိသည့္ အတြက္ ေအာင္ျဖင္မႈ မရရွိခဲ့ပါ။ ထိုသို႔ ျဖစ္ရျခင္းမွာ အျခားေသာ ႏိုင္ငံေရး ဦးေဆာင္ အဖြဲႀကီးမ်ား၏ ၂၀၁၀ ႏွင့္ ပါတ္သက္ေသာ သေဘာထားမ်ား ရွင္းလင္းစြာ ထုတ္ျပန္ ခဲ့ျခင္း မရွိေသးျခင္းေၾကာင့္လည္းေကာင္း၊ အျခားေသာ ကမ္ပိန္းႀကီးမ်ားႏွင့္ ဥပမာ ႏိုင္ငံေရး အက်ဥ္းသားအားလံုး လြတ္ျမာက္ေရး ေတာင္းဆိုမႈ ကမ္ပိန္း တို႔ႏွင့္ တိုက္ဆိုင္ ေန ခဲ့ျခင္း တို႔ေၾကာင့္ ျဖစ္ပါသည္။)

ေဒၚေအာင္ဆန္းစုၾကည္ေနအိမ္သို႔ ဂၽြန္ယက္ေတာ ဝင္ေရာက္သည့္ ကိစၥႏွင့္ ပါတ္သက္ ၍ တရားစြဲဆိုေနစဥ္က မဲေဆာက္ ေဒသရွိ ႏိုင္ငံေရး အဖြဲ႕ အစည္း၊ အလုပ္သမား အဖြဲ႕ အစည္း တခ်ဳိ႔ႏွင့္ ပူးေပါင္းကာ Joint Action Committee ကိုဖြဲ႕စည္းကာ ေမလ ၂၄ ရက္ ေန႔က မဲေဆာက္ျမန္မာ ခ်စ္ၾကည္ေရး တံတားေအာက္တြင္ ဆႏၵျပပြဲ တႀကိမ္၊ ေမလ ၂၇ရက္က မဲေဆာက္ၿမိဳ႕ UNHCR ရံုးေရွ႕တြင္တႀကိမ္ ဆႏၵျပ၍ မစၥတာ ဘန္ကီမြန္းထံ အိတ္ဖြင့္ေပးစာ တေစာင္ ေပးအပ္ခဲ့ၿပီး၊ ဇြန္လ ၄ရက္ေန႔က ဘာသာေပါင္းစံု ဆုေတာင္းပြဲ တၾကိမ္ႏွင့္ ဇြန္လ ၇ရက္ေန႔က မဲေဆာက္ ခ်စ္ၾကည္ေရး တံတားေရွ႕တြင္ တႀကိမ္ ဆႏၵျပခဲ့ၿပီး ထိုင္းဝန္ႀကီးခ်ဳပ္ အဘိဆစ္ကို အိတ္ဖြင့္ ေပးစာ တေစာင္ေပးပို႔ခဲ့ပါသည္။ ထိုဆႏၵျပပြဲ မ်ားသည္ မဲေဆာက္ၿမိဳ႕တြင္ ႏွစ္ႏွစ္ဆယ္ အတြင္း အဖမ္းအဆီး အေႏွာင့္အယွက္ မရွိ ပဲ ေအာင္ျမင္ စြာ ျပဳလုပ္ႏိုင္ခဲ့ေသာ ဆႏၵျပပြဲမ်ားျဖစ္ပါသည္။

ေဒၚေအာင္ဆန္းစုၾကည္ ေမြးေန႔ ဆုေတာင္းပြဲႏွင့္ ၈၈၈၈ ၂၁ႏွစ္ျပည့္ ဘာသာေပါင္းစံု ဆုေတာင္းပြဲ တို႔ကိုလည္း ေဆာင္ရြက္ ႏိုင္ခဲ့ၿပီး တျခားေသာ အဖြဲ႕ အစည္းမ်ား၏ လႈပ္ ရွား ေဆာင္ရြက္မႈမ်ားတြင္လည္း တတ္စြမ္းသမွ် ပူးေပါင္း ပါဝင္ ေဆာင္ရြက္ခဲ့ပါသည္။

ယခုအခါတြင္ ၂၀၀၉ စုစည္းလႈပ္ရွားမႈေကာ္မတီ အေနျဖင့္ ျပည္တြင္း ျပည္ပ အဖြဲ႕ေပါင္း ၁၀၀ေက်ာ္ျဖင့္ ဖြဲ႕စည္းထားေသာ GAB ေခၚ Global Action for Burma ၏ အဖြဲ႕ ဝင္ အဖြဲ႕ တခု အေနျဖင့္ ဆက္လက္ ပူးေပါင္းေဆာင္ရြက္ေနပါသည္။

ေက်းဇူးစကား ႏႈတ္ခြန္းဆက္စကား

လာမည့္ ဒီဇင္ဘာလ ၁ရက္ေန႔ဆိုလွ်င္ ၂၀၀၉ စုစည္းလႈပ္ရွားမႈ ေကာ္မတီ၏ သက္တမ္း တႏွစ္ျပည့္ေျမာက္ခဲ့ၿပီ ျဖစ္သလို အလုပ္အမႈေဆာင္ အဖြဲ႔၏ ဆံုးျဖတ္ခ်က္ျဖင့္ ထုတ္ေဝခဲ့ေသာ အမွန္တရား ဂ်ာနယ္သည္လည္း ယခုလတြင္ ၁၀ အုပ္ေျမာက္အျဖစ္ ထုတ္ေဝ၍ ယခုႏွစ္ သက္တမ္း အတြက္ အဆံုးသတ္ ေတာ့မည္ ျဖစ္သည္။

ေနာက္ထပ္ထုတ္ေဝရန္ မထုတ္ေဝရန္ကိုမူ လာမည့္ အလုပ္အမႈေဆာင္ ကြန္ဖရင့္မွ ဆံုးျဖတ္ မည္ ျဖစ္ရာ အယ္ဒီတာ အဖြဲ႕မွ ယခုႏွစ္အတြက္ ေက်းဇူးတင္ ႏူတ္ဆက္စကားကို ေျပာလို ပါသည္။

ဖန္ေငြဟူ၍ မရွိပဲ ယံုၾကည္ခ်က္တူသူမ်ား၏ စုစည္းမႈျဖင့္ အမွန္တရားကို ေဖၚျပရန္ ျပည္သူ လူထုမ်ားကို အသိပညာေပးရန္ႏွင့္ ေဖ်ာ္ေျဖတင္ဆက္မႈေပးရန္ အမွန္တရားဂ်ာနယ္ကို ထုတ္ေဝခဲ့ၾက ရာတြင္ ေငြေၾကးအခက္အခဲ၊ နည္းပညာအခက္ အခဲတို႔သာမက အမ်ဳိဳးမ်ိဳးေသာ အခက္ အခဲေပါင္း မ်ားစြာကို ရင္ဆိုင္ခဲ့ ၾကရသည္။

ထိုအခက္အခဲမ်ားကို ႀကံ႕ႀကံ႕ခံ လက္တြဲရင္ဆိုင္ခဲ့ၾကေသာ စုစည္းလႈပ္ရွားမႈ ေကာ္မတီ အဖြဲ႕ဝင္ မ်ားကိုလည္း အယ္ဒီတာ အဖြဲ႕မွ ေက်းဇူး အထူးတင္ရွိပါေၾကာင္း မွတ္တမ္း တင္လိုပါသည္။

အထူးသျဖင့္ ကြန္ျပဴတာ ဖိုင္ထုတ္ေပးလုိက္ၿပီးသည့္ အခ်ိန္မွ စာအုပ္ ျဖစ္ေျမာက္သည္အထိ မအိပ္မေန ကူညီေဆာင္ရြက္ေပးခဲ့ေသာ ဦးဇနကႏွင့္ ABMA အဖြဲသားမ်ားကို၄င္း၊ ပံ႕ပိုးထုတ္ေဝ ေပးခဲ့ သည့္ ABMA အဖြဲ႕ႀကီးကို၄င္း၊ စိတ္ဓါတ္အား ေငြအား လူအားျဖင့္ တတ္စြမ္းသမွ် ကူညီ အားေပး ခဲ့ သည့္ ကိုမန္းမ်ိဳးျမင့္၊ ဤဂ်ာနယ္၏ အေျခခံ ဒီဇိုင္းကို ေရးဆြဲေပးခဲ့ေသာ ကိုစံႏွင့္ အၿမဲ ဝိုင္းဝန္း အားေပး၍ စာနယ္ဇင္းအေတြ႕အႀကံဳျဖင့္ အႀကံျပဳ ကူညီေပးသူ ဆရာေနမ်ိဳးေအး (ရဲေခါင္ မဲေမာင္) တို႔အား အထူးေက်းဇူးတင္ရွိပါေၾကာင္း မွတ္တမ္းတင္ လိုပါသည္။

ထို႔အတူ ဤဂ်ာနယ္တြင္ ဝိုင္းဝန္းပါဝင္ ေရးသားေပးၾကသည့္ စာေရးသူမ်ား၊ ခြင့္ျပဳခ်က္ ရယူႏိုင္ ခဲ့ျခင္း မရွိပဲ ပင္တိုင္နီးပါး ကူးယူသံုးစြဲခဲ့သည့္ ဧရာဝတီ၏ ပင္တိုင္ သေရာ္စာေဆာင္းပါးရွင္ ဆရာ ရန္ကုန္သား တာေတႏွင့္ အျခားေသာ စာေရးဆရာ ကဗ်ာဆရာႀကီးမ်ားကိုလည္း အထူးေက်းဇူး တင္ရွိ ရပါေၾကာင္း ေျပာလိုပါသည္။
